ӨМБИС нь 1952 онд Улаан хотод анх байгуулагдсан бөгөөд 1954 онд Хөх Хот руу шилжжээ. Өвөр монголын өөртөө засах орны шилдэг их сургуулиудын нэг юм.

ӨМБИС нь Өвөр Монголын нийслэл Хөх хотод байрладаг. Энэ хот нь муж нутгийнхаа улс төр, эдийн засаг, соёл урлагийн төв юм. Хөх хотын нийтийн тээвэр нь тохилог мөн харилцаа холбоо өндөр хөгжсөн. Хөх хот нь 400 гаруй жилийн түүхтэй ба гадаадад болон дотоодод танигдсан хот юм.
Тус их сургууль нь багшлах чадварлаг бүрэлдэхүүн, тохилог орчин нөхцөлтэй бөгөөд 16 тэнхимтэй, 38 мэргэжлийн хичээлтэй ба мөн 2 коллежтой. Магистрийн 18 мэргэжлийн хөтөлбөртэй. Нийт 9000 оюутантай. 1594 багш болон гүйцэтгэх ажилтантай. Тэдний 866 нь багш ба шинжлэх ухааны ажилтан бөгөөд 309 нь профессор болон гишүүн профессорууд. Номын сан нь 1.25 сая номтой. ӨМБИС нь Монгол, Орос, Австрали, Англи, Япон, Канад, АНУ зэрэг орнуудын их сургууль, коллежтой боловсролын хамтын харилцаатай ажилладаг.
